Abstract
The low participation of graduates with disabilities in the formal employment sector, especially industry, is a serious challenge in realizing inclusive economic development in Indonesia. Despite the availability of various supportive policies, such as Undang-undang No. 8 Tahun 2016, its implementation still faces obstacles in the form of social stigma, limited accessibility, and a recruitment system that is not yet inclusive. This study aims to identify and analyze challenges, opportunities, and industry perceptions of inclusive employment policies through a Systematic Mapping Study approach. Data was collected from articles published between 2020-2025 and analyzed using the PRISMA stages. Results show that opportunities arise from national policy support. However, challenges such as lack of vocational training, competency mismatch, and negative stigma are common. Industry perceptions are mixed with some still seeing disability as a burden, while others recognize the potential and loyalty of disabled workers. The implications of this research emphasize the need for strengthening Disability Service Units (DSUs), training and awareness campaigns, and policy-making based on a social ecosystem approach to create fair and sustainable employment for all.
