Abstract

This study aims to analyze the implementation of the Special Program for the Development of Communication, Sound Perception and Rhythm for students with hearing impairments in three special schools in Bandar Lampung City. A descriptive qualitative approach was employed, involving school principals, PKPBI teachers, as research informants. Data were collected through observations, interviews, documentation and questionnaires, and analyzed using the interactive analysis model of Miles, Huberman and Saldana, consisting of data condensation,data display and conclusion drawing and verification. The findings indicate that the PKPBI program has been implemented through planning,instructional activities, evaluation, and supporting programs in accordance with its objectives, although its implementation has not yet been fully optimal. Based on the questionnaire results, the planning aspect obtained an average score of 3.17, while the implementation aspect obtained an average score of 3.09, both of which were categorized as moderate. The main challenges include limited facilities and learning media, the absence of dedicated learning rooms, diverse student abilities and limited instructional time. Supporting factors include teachers competencies, school support, parental involvement and the use of hearing aids. Overall, PKPBI contributes positively to improving students sound perception, communication skills, and learning participation, highlighting the need for continuous program development and improvement.
